something i noticed... re: creating ATARI ST floppies on pc

im creating disks for my atari st on a pc or on a mac in my studio
one observation i noticed is that if i formatted the disk first on the atari st and then wrote the .st disk image to the floppy using greaseweazle, then i could see the files in DOS (on a 386 ibm pc) and also on win10, and in the atari st itself (by moving the floppy between machines of course), wheras if i wrote the .st disk image straight to the disk it worked in the atari but the disk was not readable or writeable on either of the pcs

i am not sure if:
this could have been because i used new floppies that had never been formatted Ever???
or its just a thing....
