this means that the overall footprint of the OS has doubled frm earlier versions of Windows 10.
I installed the original 10240 (2015) build on a device the other night and it took up only about 14GB

some modern apps require 1903+ to install such as the desktop version of facebook messenger

Unfortunately, you will remain stuck on Windows 10 version 1809 for the remainder of its supported life. Support for Windows 10 version 1809 ended on May 12, 2020. Now, there is also a long-term servicing branch for 1809, delivering bug fixes and security updates until January 2024, and then security fixes only until January 2029—but that's little solace for those stuck on 1809.

so apparently if you have a windows tablet, you are not gonna want to update past 1809 build of Windows 10 to keep the size footprint at 16gb/20gb for 32bit/64bit respectively
