so if your cpu doesnt feature these instructions dont try to install 10.12 or newer onto that system!
(which would make 10.11 el capitan the last osx to run without SSE4 instruction support)

i belive the first cpus to feature SSE4 instructions were the WOLFDALE chips that came in 2007 following the conroe/allandales that were the first intel core 2 duo chips, game changers!!!!

the wolfdales were released in 2008, so any cpu released before 2008 will not have SSE4 instruction sets
